On create, if no design_element_category id is provided, a new category will be created in core using the provided
alias as its name. Only in this case, the icon must also be provided in the initial_design_element_category_icon
field, and the ids of the CustomFieldSettings to enable for the new network operator category can optionally be
provided in the initial_custom_field_settings as a list.
